The presence of a certain problem may give 200 opinion modifiers for each empire available within the game. The alliances in the game are unbreakable since if such problem arises, after winning it, it is possible to become allied to everyone. Every empire that it is been attacked can remain cordial when the peace get declared. The solution to the problem is to remove it by defeating it. If it requires moving behind other empires, it is good to negotiate the right of sending the military ship to the other place. Even if this may work, if you do not share the border with such empire, it may not agree to the request.
